- The recipient must be a member of a United Church of Christ Congregation within the Metropolitan Association, as evidenced by the submission of a letter of reference from their local church pastor and/or governing officer.

- The person must have been in school for at least one (1) year, including undergraduate/trade school, maintaining a GPA of at least 3.0 and/or B average.
